OPTIMIZATION OF LOGISTICS MANAGEMENT OF MI-35 AND MI-17 HELICOPTERS IMPACT OF THE RUSSIA-UKRAINE WAR



The Russia-Ukraine conflict has severely affected the supply chain of critical spare parts for Indonesia's MI-35P and MI-17 helicopters, affecting the military industry. This study investigates the problems and potential to optimize the logistics management of these helicopters during sustained combat. Reliance on Russian suppliers has resulted in major challenges, which have been exacerbated by conflict-related uncertainties. The Indonesian Armed Forces, particularly the Indonesian Army (TNI AD), rely heavily on MI-35P and MI-17 helicopters for logistical and operational support throughout the diverse Indonesian archipelago. Due to operational problems caused by parts scarcity, MI-35P operations were discontinued in 2020, complicating MI-17 operations. The problem extends beyond Indonesia, with other countries operating identical helicopters facing similar problems and operational pauses. Economic consequences and Purchasing Power Parity (PPP) considerations complicate logistics management. Currency fluctuations affect budget allocations, requiring a thorough understanding of PPP for an effective procurement strategy. The study intends to provide optimal maintenance management for MI-35P and MI-17 helicopters, overcoming the scarcity of spare parts caused by the Russia-Ukraine conflict. Using qualitative research methodology, the study assesses logistics management strategies, incorporates PPP valuation into the budget process, and suggests ways to improve parts maintenance. These findings underscore the important role of logistics management in maintaining operational readiness, emphasizing the importance of a well-integrated budget system. Collaboration between logistics, financial management, and defense authorities is essential to improve parts maintenance and ensure the continued operational efficacy of MI-35P and MI-17 helicopters.
